Resolutions to NPS
- #1 proposed by John Leinen- presented by Daryl Williamson
- basically says that they want the NPS to continue to planning process which will incorporate the Arrowhead Reroute into the NCNST, particularly the western section: Ely to Chippewa NF
- Menke- the formal adoption of the route has to complete public involvement process
- approximately 60% complete when Dirk Mason left
- on hold till we get a new planner
- Tom Gilbert has stated it will be the highest priority of new planner
- Superior National Forest requested plan to end at Ely so NPS split project into segments
- western sections will be more general location
- Leinen wants this more specific
- political glitches- SNF wants to do their own planning process
- perhaps we can give provisional certification to the established trails which will be incorporated
- will make completed trail looklonger
- Veit- would like to add "hikeable" miles to column in North Star which lists "certified" miles
- Menke- NPS probably would not go for "provisional" status...
- but other terms which do not contain the word "certified" would be fine
- Beye/ Young- should mean non-road walking
- Motion to send resolution to NPS with emphasis on Ely to CNF by Daryl, seconded by Yost. Approved
#2 Resolution from Wisconsin by Bob Norlin, presented by Yost
- Trail council requests that NPS planning process in NE Wisconsin/ W Mi UP as 2nd priority
- Congressmen Obie, Cole have raised money for purchase of trail
- only a small part of that money has been used
- Gap of 10-15 miles in NE part of state and W Michigan UP with private land
- Menke- end points are Copper Peak, MI and Copper Falls, WI
- Tait- who prioritizes what planning gets done?
- are these resolutions the way to set priorities?
- Veit- the board sets them
- Young- what other areas are in planning process?
- Menke- typically state borders need NPS planning
- member organizations is a key point
- NPS would welcome prioritizing from NCTA for missing sections of trail
- Veit- wants Trail Councils to set priorities in states, then overall list is easier to generate
- Menke- if we get Willing Seller Authority, then real estate people will want to contact planners
- Papp- State Coordinators should have input on setting priorities
- Beye- smaller efforts with landowners may be more successful than NPS planning
- Menke- different situation- almost complete trail with small gaps
- Veit- NE WI is unique because the money is there, but not the plan
- Yost- motion will be that this resolution sets NE WI planning process as 2nd priority and that the board develop criteria to set priorities for future NPS planning requests.Seconded by Blount. Approved.
#3 Resolution concerning the vision for the NCT to International Mountain Bike Assoc(IMBA)

- read by individuals, includes e-mail from Gary Sprung of IMBA
- and responses by Tom Gilbert and Bob Papp
- Veit read the text of our proposed response
- [note- May 30, 2001, the Ross letter was never delivered, thus this entire discussion is moot]
- Young- resolution will escalate the confrontation
- Spirit of the Woods Chapter (SPW) is in the thick of the biking controversy
- report of disappointing conversation with John Romanowski-
- built 1/2 mile off-road trail, part of section open to bikes
- SPW requested to keep new section closed to bikes
- District FS declined the request- no recourse
- Romanowski called to respond, but he wanted to spin it:
- this was NCT attempt to cooperate with the bikers.
- Menke- Manistee Forest has not done one thing to move toward DFC
- Gilbert was very angry over message from Tom Ross
- Gilbert pointed out that this is one more reason that trails need unit status
- resolution is good- also send to Omaha regional headquarters
- Papp- two battles- internal National Park Service and separately with IMBA.
- maybe ok with NPS, but need to proceed carefully with IMBA
- AHS will help us draft coalition letter to get organizations to sign on to affirm our ability to
- self-determine our use
- community of support for our single-use vision will help with politics
- Papp- we know that the request under FOIA is a personal interest of Gary Sprung
- we are not sure of the priority IMBA is placing on the project
- Young- the resolution and coalition letter will counteract the argument of IMBA that NCTA is a small, impotent non-entity
- Williamson- how big is IMBA?
- Papp- 11,000 members, ~9 staff, 12 years old
- lots of corporate sponsorship
- Beye- DEC in NY doesn't have standard policy.Hard to work within this framework
- IMBA uses argument that they work on the trail, so they should be able to use it
- Tait- where are studies that show what bikes do to a trail?
- Young- there is documentation... see SPW links page to on-line studies
- problem with varied soil types
- pre-biased researchers will conclude that multi-use is best
- Veit- photo documentation is available
- Young- the bottom line is that we have a right to preserve a single-use trail
- Papp- all arguments of safety, damage, user conflict all can be countered (biased or not)
- argument that it is appropriate to have single use, high quality hiking trail
- Yost- concerned that FS isn't living up to their statement of support for our vision
- Papp- NFS legal counsel advises that IMBA does not have a case by claiming that there was not enough public input in the DFC... but it was only an inter-agency decision, not public
- Menke- objective study- Kettle Moraine study is available show social and resource damage
- NPS has not complied with FOIA yet because 100's of hours were spent compiling it
- Omaha office requested IMBA to justify their need, and IMBA has not responded
- Gilbert met with Mary-Margaret Sloan of AHS.Sloan supports the NCTA position
- Tait- the problem will only escalate because bikers want to use the trail
- Papp- Elkinton (NSHTA) was very condescending in his attitude
- Yost- we need to be copying Congress persons with our position
- Blount- they have 11K members spread over 50 states, we have 2500/ 7 states- more per state
- Williamson- important to add affiliate members and miles... gives us more clout
- Young- basic philosophical difference.
- hikers generally are low key, low-budget people who want to have quiet time in the woods.
Bikers more aggressive, spend more money.
- Some of us need to speak loudly for the quiet hikers.
- Moved by Blount to accept resolution, Young supported.Approved.
- Papp- don't underestimate the power of IMBA.
- They generated 12K letters in just a few weeks to keep FS from grouping them with motorized
vehicles
