You need not live in the western U.P. to join the chapter.  You must be an NCTA member to join, though, but you can join the chapter at the same time you join the NCTA.  The webmaster will send you a sponsored membership form for the NCTA, which will get you in for the first year for a reduced rate of $18, and will automatically give you membership in the Peter Wolfe Chapter (no chapter dues, at least for now!).
