Itasca Moraine Chapter Charter

A Chapter of the North Country Trail Association (NCTA) is defined as a Chartered sub-group of NCTA members that work on the local level to achieve the NCTA's goals. Its By-laws shall be consistent with those of the Association.

As a Chapter of the NCTA, the Itasca Moraine Chapter agrees:

To support the Policies, Mission and Vision of the North Country Trail Association.

To accept responsibility for planning, building, overseeing, and maintaining the North Country National Scenic Trail (NCNST) in conjunction with NCTA Affiliates, the appropriate regional Trail Council of the NCTA, and other supportive groups according to the Trail Management practices of the NCTA and the National Park Service (NPS) in the following geographical areas:

NCNST located in Minnesota between the west boundary of the Chippewa National Forest and a point within Itasca State Park defined as the intersection of the Eagle Scout Trail (host trail) and Nicollet Trail.  In addition, the Chapter will promote and celebrate the sections of the trail which are located within the boundaries of the Chippewa National Forest and Itasca State Park.

The area can be extended or reduced by written declaration of the Chapter's intention to do so and by approval of the NCTA Board of Directors. If reduction or abandonment is sought then it is the Chapter's responsibility to find alternate support for the area to be vacated by the Chapter. If the NCTA Board of Directors accepts the Charter application for another Chapter or makes an agreement with another affiliate, the Board can reduce the area of responsibility and will reissue a new Chapter Charter to reflect that change.

To support the National, State and local efforts of the NCTA, the National Park Service and the U.S.D.A. Forest Service to publicly promote the NCNST.

To work with the NCTA's Minnesota State Coordinator and staff to establish and support a network of local chapters and affiliates covering each segment of the NCNST in Minnesota.

To support the NCTA in Federal legislative issues related to the NCNST.

To ensure that all Chapter members maintain a paid membership in the NCTA.

To provide a list of all individuals and organizations on the Chapter's informational mailing list that are not paying members of the NCTA during the first quarter of each year.

To participate in NCTA fund raising. No restricted donations in excess of $250 may be accepted by a Chapter without prior approval of the Executive Director of the North Country Trail Association.
To acknowledge that all assets of the Chapter are the property of the NCTA and are to be inventoried and reported to the NCTA Vice President of Finance on a yearly basis.

To submit all Chapter revenues, invoices and expense reports to the NCTA office on a timely basis for processing, in accordance with procedures established by the NCTA Vice President of Finance. Although all Chapter funds will be managed by the national NCTA office, the Chapter will have sole discretion in the allocation and use of its funds.
To provide a record of volunteers and their work hours related to work on the NCNST in compliance with the NPS Volunteers in the Parks Program.

In return, the national office and Board of the North Country Trail Association agree:

To support the Chapter in all Federal, State and local trail legislation that benefits the NCNST.

To support local public promotion of the NCNST by the Chapter.

To support trail planning, construction and maintenance of the NCNST corridor for which the Chapter is responsible.

To transfer a portion of the Chapter members' dues to the Chapter's account at regular intervals for operating expenses as designated by the NCTA Board of Directors.

To provide regular member services to paying Chapter members, at no additional cost to the members.

To provide extended services to Chapter members via the NPS and USDA Forest Service agreements with the NCTA (i.e. Volunteers in the Parks).

To provide additional benefits and funding to the Chapter as designated by the NCTA Board of Directors.

To provide liability insurance for the Chapter, its members and volunteers.

To support the Chapter's fund raising efforts for local NCNST projects.

This initial, renewable Charter shall expire five years from the date signed or at such time as the NCTA Board of Directors decides to void this Charter by written notice to the Chapter Leadership on the basis of non-fulfillment of the Chapter's obligations to the NCTA. The Chapter may also notify the NCTA Board of Directors, in writing, of its intent to disband and by so doing will make this agreement null and void. If the Chapter does disband, all assets of the Chapter revert to the national NCTA for redistribution or use as determined by the NCTA Board of Directors. This Charter may be rewritten or abolished if the NCTA Board of Directors enacts changes in NCTA organization and/or By-Laws that will affect all Chapters. This Charter will be revised and reissued by the President of the Board of Directors of the NCTA if changes of responsibility are determined to be in conflict with the terms of this Charter.
